About us

A Kyiv based legal and business advisory firm built around one question: how does a foreign defence company actually operate here.

We combine Ukrainian legal expertise with hands on experience of how the defence sector really works on the ground.

Defence Tech Consulting advises foreign defence and dual use technology companies from their first step in Ukraine to full operation. We guide clients through market entry, corporate structuring, employment, and contracts, and we stay with them as the day to day questions arise.

Our work is practical. We know the registrars, the tax regimes, and the people who make things move, and we translate that into a structure that is compliant, efficient, and built to last.

Oleh Kulyk

Founder, Attorney at Law

Oleh founded Defence Tech Consulting in 2025 to give foreign defence and technology companies a single point of contact for entering and operating in Ukraine.

He is an attorney at law with over ten years in international legal practice, advising companies on market entry, corporate structuring, M&A, and cross border operations.

He began his career at one of the top three law firms in Ukraine, and later became a partner and co-founder of another multipractice law firm. In 2025 he chose to focus his work entirely on the defence tech industry.

EducationMaster’s degree in International Law, Institute of International Relations, Taras Shevchenko National University of Kyiv, 2018. In progress: Master’s degree in International Economics, National Transport University, 2026.
